Appointment of Members to the Education and Library Boards
Wednesday, 4 August 2010The Department of Education has announced the appointment of members to the Boards of the following Education and Library Boards for the transitional period until the Educational Skills Authority is established.
BELFAST EDUCATION AND LIBRARY BOARD
Transferor Representatives
Reverend Norman Hamilton is the Moderator of the Presbyterian Church in Ireland and is presently the Minister of Ballysillan Presbyterian Church in Belfast. He has served on the Board previously. He has no political activity.
Ms Rosemary Rainey has served on the Board previously, including service on a number of the Board’s Committees. She has no political activity.
Trustee Representatives
Ms Dinah MacManus is presently the Principal of Holy Family Primary School in Belfast. She has served on the Board previously, including service on the Board’s Finance Committee. She has no political activity.
Mr Gerry McMahon is presently the Project Manager of the Full Service Community Network at Corpus Christie College in Belfast. He has served on the Board previously. He has no political activity.
General Members
Ms Mairead McCafferty is presently working with West Belfast Partnership Board as Programme Manager for the Integrated Services for Children and Young People initiative. She has no political activity.
Ms Carmel McKinney is presently the Principal of Vere Foster Primary School in Belfast and a Governor of the Belfast Metropolitan College. She has served on the Board previously. She has no political activity.
NORTH EASTERN EDUCATION AND LIBRARY BOARD

Reverend Amanda Adams is a Church of Ireland Rector for the parishes of Ballyrashane and Kildollagh and is vice-chair of the Board of Governors at Ballee Primary School. She has no political activity.
Ms Muriel Crockett is a retired teacher and is a school governor in several primary and secondary schools. She has served on the Board previously, including service on a number of the Board’s Committees. She has no political activity.
Rev Selwoode Graham is a retired Presbyterian Minister. He has served on the Board previously, including service on a number of the Board’s Committees. Over many years he has served as both a member and chair on the Board of Governors in a number of schools. He has no political activity.
Rev Trevor Jamieson is presently a Minister in the Methodist Church. He has served on the Board previously, including service on a number of the Board’s Committees. He has many years service as both a member and chair on the Board of Governors in a number of schools. He has no political activity.

Ms Una Duncan is a former school Principal. She has served on the Board previously, including service on a number of the Board’s Committees. She is currently a member of the Board of Sport NI for which she receives no remuneration. She has no political activity.
Mr Liam Raven is a former teacher who is presently an education consultant with the Council for Catholic Maintained Schools. He has served on the Board previously, including service on a number of the Board’s Committees. He has no political activity.

Mr John Devlin is presently a senior teacher in Dalriada Grammar School and serves on the school’s Board of Governors. He is also the NASUWT representative in both the North Eastern Education and Library Board area and in Northern Ireland. He has no political activity.
Mr Joseph Donaghy is a former senior manager with UNISON. He has served on the Board previously, including service on a number of the Board’s Committees. He is currently a member of the Northern Ireland Local Government Officers’ Superannuation Committee for which he receives up to £113 per meeting plus expenses. He has no political activity.
Dr David Elliott is a management consultant and is the owner/manager of DSE Engagement. He has extensive experience of corporate governance in both the public and private sectors. He is currently chairman of the Library Authority NI for which he receives £12,000 per annum. He has no political activity.
Mr Samuel McCrea is presently Principal of Ballyclare Secondary School. He has served on the Board previously, including service on a number of the Board’s Committees. He has no political activity.
Mr Michael Newman is presently Principal of Victoria Primary School in Carrickfergus and is a member of the Northern Ireland Executive Committee of the National Association of Head Teachers (NAHT). He also serves as the Northern Ireland representative on the NAHT National Council. He has no political activity.
Dr Alan Preston is presently a Senior Lecturer at the University of Ulster and a part-time Associate Lecturer with the Open University. He has served on the Board previously, including service on a number of the Board’s Committees. He also serves on the Board of Governors of two special needs schools. He has no political activity.
Mr Sean Quinn is a former school Principal and part-time education consultant with the Council for Catholic Maintained Schools. He has served on the Board of Governors of a secondary school and a primary school. He has no political activity.
Ms Gillian Scott is presently Principal of Moorfields Primary School in Ballymena. She has served on the Board previously. She has also served as both a member and chair on the Board of Governors in various schools over many years. She has advised that she has canvassed on behalf of a political party, or helped at elections.

Ms Roberta Brownlee is the Director and owner of SRB Care Ltd - a care home and consultancy business. She has served on the Board previously, including service on a number of the Board’s Committees. She currently serves as a school governor of three schools in the primary and post primary sectors. She is currently a Non-executive Director of the Southern Health & Social Care Trust for which she receives £7,500 per annum and is also a Member of the DHSSPS Care Tribunal for which she receives a daily rate of £250. Dr Peter Cunningham is the Principal of Ceara Special School. He has served on the Board previously, including service on a number of the Board’s Committees. He is currently on the Board of Governors of three schools and is chairman of the Dominican Preschool Playgroup. He is a member of the Special Educational Needs and Disability Tribunal for which he receives no remuneration. He has no political activity.
Mr Ciaran Mackin is the Principal of St Patrick’s Primary School in Newry. He has served on the Board previously, including service on the Nursery and Primary Teachers Consultative Committee. Mr Gordon White is presently a teacher at Lisneal College in Londonderry. He is a teacher representative on the Department’s Joint Standing Conference on primary and post primary education and the Board’s post primary Consultative Committee. He is a member of the Ulster Unionist and Conservative Party.
Mr Donal McDermott is a former school Principal of Sacred Heart College in Omagh. He has no political activity.
NOTES TO EDITORS
1. The Education and Library Boards in Northern Ireland are statutory bodies which perform a wide range of functions in the funding and delivery of local education and youth services for their respective areas. The Board members are appointed by the Minister for Education in accordance with Schedule 2 of the Education and Libraries (NI) Order 1986.
2. These appointments are made under two categories:
- Transferors’ and Trustees’ representatives – both the trustees of Catholic maintained schools and transferors of other schools nominate people who they consider can represent their interests; and
- General category – appointed through the normal public appointments route of people who have an interest in the services for which an Education and Library Board is responsible, and includes serving teachers in grant-aided schools in the Board area.
3.The term of appointment is for the transitional period until the Education and Skills Authority (ESA) is established or until such other date as the Department may determine. Board members do not receive annual remuneration in respect of their appointment, although they receive payments by way of attendance allowances of financial loss allowances in relation to their duties.
4.The appointments have been made in accordance with the Commissioner for Public Appointments’ Code of Practice. All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner requires the political activity of appointees to be published.
