Safety of vulnerable students paramount - Empey

The Employment and Learning Minister, Sir Reg Empey, has welcomed the publication of a report aimed at protecting the vulnerable in Northern Ireland’s Further Education colleges.

The report, entitled “The Protection and Welfare of Children and Vulnerable Adults in N.I. Further Education”, was prepared following the introduction of new vetting and barring legislation affecting College staff, support workers and volunteers. This legislation also potentially affects the involvement of colleges in a large number of government initiatives impacting on the pastoral care of students in areas such as mental health, suicide prevention and support for children from a care background.

Sir Reg said: “The safety of children and vulnerable adults in Further Education Colleges, as in wider society, is of the utmost importance. This study’s recommendations, made after consultation with a range of stakeholders including key college staff and students, will help safeguard those in society who most need our protection.

“All of our colleges have responded positively to the new legislation and have in place a range of support measures for students, including access to student counselling. In addition the report has made several recommendations aimed at further improving pastoral care arrangements.”

The recommendations include a requirement for the publication of Further Education specific guidance on the application of the child protection legislation and related measures and a need for a central resource providing updated briefings and guidance on child protection issues. The study also recommends the dissemination of good practice relating to pastoral care issues throughout the Further Education sector.

The Minister concluded: “My Department will liaise closely with Colleges to build upon existing good practice and support the implementation of the recommendations across the Further Education sector, ensuring that all students can enjoy an environment which is both safe and secure.”
