Re-appointments to board of Health and Safety Executive for Northern Ireland
Tuesday, 27 October 2009Enterprise Minister, Arlene Foster has announced five re-appointments to the Board of the Health and Safety Executive for Northern Ireland.
Serving a second three-year term on the Board will be Mrs Stephanie Lowry (Deputy Chair), Mr James Collins, Mr John Gillvray, Mr Brendan Mackin and Mrs Brenda Maitland.
Commenting on the re-appointments, the Minister said: “I would like to acknowledge the hard work and commitment, each of the re-appointed members have shown the Board, during their first term of office. The re-appointments will ensure their broad range of skills and experience will continue to play an important role in taking the work of HSENI forward. I also want to recognise the contribution and commitment of the current Chairman, Professor Peter McKie, and the other existing Board members. "
The members have been re-appointed for three years with effect from 1 October 2009.
The re-appointments have been made in accordance with the Code of Practice of the Office of the Commissioner for Public Appointments for Northern Ireland. Members currently receive £3,700 each per annum.

1. The Health and Safety Executive for Northern Ireland (HSENI) is a Non-Departmental Public Body (NDPB) with Crown status, funded by grant-in-aid from the Department of Enterprise, Trade and Investment (DETI). It was established on 1 April 1999 by an Order in Council amending the Health and Safety at Work (Northern Ireland) Order 1978. Its mission is to ensure that risks to people’s health and safety arising from work activities are effectively controlled.
2. The HSENI Board comprises of a Chairman, currently Professor Peter McKie CBE, and four members plus the five re-appointed members.

4. Re-appointees
James Collins
James Collins retired from the Ford Motor Company in 1998 after 32 years with the company, ten of these years as a General Manager of its Belfast operation. He has held a number of public appointments including Enterprise Ulster, Industrial Research & Technology Unit, Labour Relations Agency, and the Belfast and Education Library Board. He is currently a council member of the Curriculum Examinations and Assessment Council (unpaid) and a member of the Fair Employment Tribunal (£174 per day attendance). He is also a board member of NI Chest Heart and Stroke and Chairman of ORTUS, a community development organization.
John Gillvray, OBE
John was Managing Director of Farrans (Construction) Limited for eight years prior to his retirement in December 2004 following a long career in a range of senior posts with the company and its subsidiaries. He is a Fellow of the Institution of Civil Engineers and a Past Chairman of the NI Region of that Institution and is currently a member of the Institution’s Editorial Panel for the publication “Civil Engineering”.He is also a Fellow of the Institution of Highways and Transportation, a Past Chairman of QUB’s Civil Engineering Advisory Committee and a Past President of the NI Construction Employers Federation. He was awarded the OBE in 2003 for his services to the Construction Industry. John is a past Chair of Buildsafe-NI and Co-Chair of the Joint HSENI-HSA Construction Safety Working Group. He is also a Board member of the General Consumer Council and Convenor of the Energy Group of the Council. He was a member of DRD’s Integrated Transport Stakeholders Group and an independent member the Advisory Council for Infrastructure Investment. He is Honorary Treasurer of the Board of Governors at Bangor Grammar School and Immediate Past-President of North Down Rotary Club.
Stephanie Lowry (Deputy Chairperson)
Stephanie has been an Independent Assessor with the Office of the Commissioner for Public Appointments since January 2005. She is also an Independent Board Member with the Department of Culture, Arts and Leisure, (receiving £480 per day attendance) and a member of the Audit Committee of OFMDFM, (receiving £480 per day attendance). Previously she worked as Head of Retail Operations and as Financial Manager for Marks Spencer Plc, Northern Ireland.
Brendan Mackin
Brendan has been the Director of Northern Ireland’s Trade Union Educational & Social Centre (NITU) for over 22 years. He also has over 10 years experience serving on a wide range and variety of Boards. He currently serves on the Boards of NI Housing Executive, (remuneration £5,400 per annum), the INTERREG Monitoring Committee, the EU BSP Monitoring Committee and the Fair Employment Tribunal (£174 per day attendance).
Brenda Maitland
Brenda is Honorary Secretary and a member of the Management Council for War on Want NI. She worked for BT for over 25 years in various roles most recently as a Senior HR Business Partner. She is currently a member of the Board of Ulster Supported Employment Ltd, (remuneration £110 per day attendance), and the Board of the Labour Relations Agency, (remuneration £5,049 pa). She has been a lay member of the Nursing & Midwifery Council (NMC) and Chair of the NMC Appointments Board. She has also held various positions in the voluntary and community sectors.
5. All appointments and re-appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for the political activity of appointees (if any declared) to be published. None of the re-appointed members carried out any political activity in the past five years.
