Publication of ‘Children Order Child Protection and Referral Statistics for Northern Ireland (quarter ending 31 March 2013)’

The Department of Health, Social Services and Public Safety has today published the ‘Children Order Child Protection and Referral Statistics for Northern Ireland (quarter ending 31 March 2013)’.

Key Facts and Figures:

Child Protection Register

1. At 31 March 2013, 1,961 children were listed on the Child Protection Register in Northern Ireland. This represents a decrease of 2% (48) on the previous quarter (2,009); annually the Register count has decreased by 8% (166), from 2,127 to 1,961, with changes by Trusts ranging from a decrease of 24% (127) in the South Eastern Trust to an increase of 15% (67) in the Northern Trust;

2. Since 31 December 2012, Register counts have risen by 5% (14) in the Western Trust and by 3% (10) in the Southern Trust. There were decreases of 8% (38) in the Belfast Trust and 6% (35) in the Northern Trust. There was no percentage change in the South Eastern Trust;

3. Counts of the 1,961 children on the Register at 31 March 2013 by Trusts, indicates just over one quarter (27% - 525) were in the Northern Trust, with 22% (424) in the Belfast Trust, 20% (402) in the South Eastern Trust, 16% (313) in the Southern Trust and 15% (297) in the Western Trust;

4. The age profile of children on the Register has remained relatively stable from quarter to quarter, with 36% (715) aged 5 – 11 years, 30% (586) aged 1 – 4 years, 18% (359) aged 12 – 15 years, 11% (224) under 1, and 4% (77) aged 16 or over, for the quarter ending 31 March 2013;

5. At 31 March 2013, almost 9 in 10 children (89%) on the Register had no recorded legal status, 5% (94) were Accommodated (Article 21) and 4% (76) were subject to an Interim Care Order (Article 57);

6. Taking account of local demographics, Register counts per 10,000 children’s population (under 18), ranged from 33.6 to 57.4, in the Southern and Belfast Trusts respectively; overall there were 45.3 children per 10,000 on the Register at 31 March 2013;

7. At 31 March 2013 the largest proportion of children on the Register were due to Neglect Only (33%), with 27% on the Register due to Physical Abuse Only;

8. 69% of children on the Child Protection Register at 31 March 2013 had been on the Register for less than one year with 3% of children on the Register for three years or longer;hild Protection Referrals (Table 1.6)

9. Child Protection Referrals for the quarter ending 31 March 2013 (1,049), were 5% (59) lower than the previous quarter (1,108), and 8% (86) below the referrals count for the same quarter in 2012 (1,135);

10. Over two fifths of Referrals (45% - 468) originated from within Social Services, 16% (164) from the PSNI, 11% (117) from School/Educational Welfare Officers, 6% (59) from Relatives and 11% (117) from ‘Other’ sources;

11. Quarterly changes across Trusts indicate that Referrals have risen by 9% (26) in the South Eastern Trust, by 6% (18) in the Southern Trust and by 5% (7) in the Western Trust. Referrals fell 24% (39) in the Belfast Trust and by 34% (71) in the Northern Trust.
