Randalstown man fined £1,000 for waste offences
Monday, 4 February 2008Wilson Fulton (60), of Staffordstown Road, Randalstown, was convicted at Antrim Magistrates’ Court today for offences under Waste Legislation and Contaminated Land (NI) Order 1997.
Environment & Heritage Service (EHS) officers visited land owned by Mr Fulton during April 2007 and found deposits of construction and demolition waste. These included brick rubble, concrete, metal, plastic, and plasterboard.
He was asked to cease depositing and transporting controlled waste to the site and that he would need a waste management authorisation. Officers revisited the site in June 2007 and it was evident that more controlled waste was present on the site and in the adjacent field.
Mr Fulton pleaded guilty to four offences and was fined £1,000 (plus £172 costs for breaches of the Waste and Contaminated Land (NI) Order 1997).

Mr Fulton pleaded guilty to breaches of:
- Article 4(1)(a) of The Waste and Contaminated Land (Northern Ireland) Order 1997. The charge related to the deposit of controlled waste, or knowingly causing or knowingly permitting controlled waste to be deposited in or on land unless a waste management licence authorising the deposit is in force and the deposit in accordance with the licence.
- Article 4(1)(b) of The Waste and Contaminated Land (Northern Ireland) Order 1997. The charge related to the treating and keeping of controlled waste, or knowingly causing or knowingly permitting controlled waste to be kept or treated in or on land except under and in accordance with a waste management licence.
