Newtownards man fined £1,000 for illegal dumping

A Co. Down man was fined a total of £1,000 plus £25 costs at Newtownards Magistrates’ Court today for breaches of waste management legislation.

Percy Foster (55), of Eileen Terrace, Belfast Road, Newtownards, was found guilty on two charges and fined £500 for each charge.

During a site visit, officers from the Northern Ireland Environment Agency (NIEA) discovered controlled waste deposited to the rear of 1 Moortown Terrace, Newtownards, without a waste management licence being in place for the site.

Notes to Editors:

1. Mr Foster was fined £500 for each of the following charges under the Waste and Contaminated Land (Northern Ireland) Order 1997:-

  • one charge under Article 4(1) a, i.e. depositing of controlled waste in or on land unless a waste management licence authorising the deposit is in force and the deposit is in accordance with the licence; and
  • one charge under Article 4(1) b, i.e. keeping controlled waste in or on land unless a waste management licence authorising the deposit is in force and the deposit in accordance with the licence.
