Development Management Statistical Bulletin for Quarter 1 2010/11 published

The Quarter 1 2010/11 Development Management Statistical Bulletin for planning applications in Northern Ireland is now available.

The statistical bulletin contains a variety of statistics on planning applications received and processed from 1 April 2010 to 30 June 2010. The bulletin provides performance indicators for the Planning Service relating to the processing of planning applications and issuing decisions on planning applications.

The key points to note in the bulletin are:

Applications received

In the first quarter of 2010/11, Planning Service received 4,779 planning applications. This represents a decrease of 11% compared with the June 2009 quarter. The Local Government District (LGD) with the greatest decrease in the number of applications received when compared with the June 2009 quarter was Fermanagh which fell by 122 applications from 371 to 249, a decrease of a third.

Applications decided

Planning Service issued decisions on 4,465 applications in the first quarter of 2010/11, 18% fewer than the same period last year (5,437).

The number of decisions issued for outline planning applications decreased by 144 from 471 to 327 when compared with the June 2009 quarter, representing a 31% decrease.

The number of decisions issued for full planning applications decreased by 456 from 4,033 to 3,577 when compared with the same period last year, representing an 11% decrease.

Applications approved

Overall, 95% of all applications decided in quarter 1 of 2010/11 were approved. Approval rates varied across Local Government Districts, from 89% in Down LGD, to 99% in Magherafelt LGD.

Applications received for residential development

Planning Service received 1,445 planning applications for residential development in urban areas in quarter 1 of 2010/11 compared with 1,762 in quarter 1 of 2009/10, a decrease of just under a fifth (18%).

Planning Service received 1,826 planning applications for residential development in rural areas in the first quarter of 2010/11 compared with 2,373 in the first quarter of 2009/10, a decrease of just under a quarter (23%).

Applications decided for residential development

The number of decisions issued for residential development in urban areas in quarter 1 of 2010/11 was 1,484 compared with 2,073 in quarter 1 of 2009/10, a decrease of 28%.

The number of decisions issued for residential development in urban areas in quarter 1 of 2010/11 was 1,758 compared with 2,080 in quarter 1 of 2009/10, a decrease of 15%.

Performance against key Public Service Agreement (PSA) Targets

The PSA processing target for Major planning applications (predominantly housing developments, commercial and retail development) is to decide 60% of major applications to decision or withdrawal in 23 weeks. In quarter 1 of 2010/11, 59% of major applications were processed in 23 weeks.

The PSA processing target for intermediate planning applications (predominantly single houses) is to decide 70% of intermediate applications to decision or withdrawal in 31 weeks. In quarter 1 of 2010/11, 82% of intermediate applications were processed in 31 weeks.

The PSA processing target for minor planning applications (predominantly alterations and extensions to houses) is to decide 80% of minor applications to decision or withdrawal in 18 weeks. In quarter 1 of 2009/10, 87% of minor applications were processed in 18 weeks.

Performance against 2010/2011 Agency Business Plan Targets

During quarter 1 2010/11, Planning Service met all but one of its eight Business Plan Targets.

The Business Plan processing target for Major planning applications is to decide 60% of major applications to decision or withdrawal in 23 weeks. In quarter 1 of 2010/11, 59% of major applications were processed in 23 weeks (target not met).

The Business Plan processing target for intermediate planning applications is to decide 70% of intermediate applications to decision or withdrawal in 31 weeks. In quarter 1 of 2010/11, 82% of intermediate applications were processed in 31 weeks (target met).

The Business Plan processing target for minor planning applications is to decide 80% of minor applications to decision or withdrawal in 18 weeks. In quarter 1 of 2009/10:

  • 87% of minor applications were processed in 18 weeks (target met).
  • 93% of all applications were validated within 6 days (85% target met).
  • 99% of all applications were validated within 10 days (95% target met).
  • 88% of decisions were issued within 2 weeks of last Council consultation (75% target met).
  • 97% of decisions were issued within 4 weeks of last Council consultation (95% target met).
  • 80% of enforcement cases were brought to a conclusion within 39 weeks (70% target met).

2. There are three PSA targets and five Business Plan targets covered in the report, covering Planning Service performance in relation to the processing of planning applications and completion of enforcement cases.

3. The records of all applications from 1 April 2010 to 30 June 2010 were transferred in August 2010 from a live database and inspected for consistency in coding.
