New Appointments to the Charities Advisory Committee
Monday, 9 August 2010Social Development Minister Alex Attwood today announced the of appointments Mr Deane Morrice MBE, as Chairman, Ms Juliana Sloan and Mr David Haslett as members of the Charities Advisory Committee.
The appointments are for a term of three years, effective from 1 August 2010 to 31 July 2013, they are not remunerated.
The Charities Advisory Committee is responsible for guiding the Department’s investment policy for the Northern Ireland Central Investment Fund for Charities.
The Minister paid tribute to the two outgoing members of the committee, Mr Maurice Butler and Mr John Collinson, and welcomed Mr Morrice’s appointment as Chairman after serving six years as a Member of the Committee.
The Minister said: “I am grateful for the work of Mr Butler and Mr Collinson in fulfilling their responsibilities serving on the Charities Advisory Committee and wish them both well for the future.”
Mr Deane Morrice MBE, who lives in Newtownards, is Chief Executive and Fund Secretary at Northern Ireland Local Government Officers’ Superannuation Committee. He is a fellow member of the Association of Chartered Certified Accountants (ACCA) where he previously held the post of President of ACCA Ulster and President of ACCA Ireland and has now taken on the role of an ACCA Ambassador. Mr Morrice had been a Member of the Charities Advisory Committee for six years prior to his appointment as Chairman. He does not hold any other public appointments.
Ms Juliana Sloan is a Director at Juliana Sloan Associates and lives in Belfast. She is Director of Juliana Sloan Associates, Professional Networking Consultancy and has over 20 years experience working in financial services. Ms Sloan holds an HND in Business Administration from Greenwich University London. Ms Sloan does not hold any other public appointments.
Mr David Haslett was the Managing Director at Allied Independent Pensions Ltd and lives in Belfast. Mr Haslett provided corporate and private individuals with financial advice including investment matters. Mr Haslett does not hold any other Public Appointments.

- The Charities Advisory Committee comprises a non-executive Chair and four non-executive members.
- The Northern Ireland Central Investment Fund for Charities was set up in March 1965 as a result of the Charities Act (NI) 1964. The Fund aims to give trustees the opportunity to invest all or part of their assets with the benefit of expert supervision. Recognised fund managers (currently Newton Investment Management Limited) are responsible for the day to day management of the actual portfolio, but the funds investment policy is guided by an Advisory Committee. The Fund operates much as a Unit Trust. Participating charities pool their resources and are given a proportionate number of shares in the Fund based on the most recent valuation.
