Farmers urged to help with new cattle movement controls
Monday, 15 October 2007From the end of October 2007, the operators of local cattle markets will assume responsibility for movement recording of cattle.
Farmers can help with the introduction of this change by making sure that they do not bring to the sale any animal that is ineligible or under a restriction. Cattle can be ineligible for movement if they are diseased, while bulls and female animals over one year old need a premovement Br test. Entire cattle herds can be under restriction for disease, or because of standstill (Foot and Mouth Disease) controls – where other livestock have moved on in the past six days.
The Department of Agriculture and Rural Development (DARD) recommend that farmers check the eligibility of their animals before they move any cattle from their farm, by either:
- applying for an advance licence, on line
; or - authorising the market operator to do this for you - by supplying him with your herd number and other authentication numbers; and in the near future, obtaining an advance licence by telephoning DARD Direct.
Farmers should also check before buying animals that their herd is not under any restriction – for example, a TB or Brucellosis control that might prevent you moving animals on. This too can be done through the market operator.
We expect the vast majority of markets to adopt the computerised checking system that has been successfully trialled in DARD's market offices for the past number of months. However where this is not the case, you should be aware that the stock on offer will not have been checked against APHIS before sale. Buying these presents a real risk to the health status of your herd. If it turns out that a restricted animal has passed through the sale it will have to be restricted, tested etc in the herd of the buyer.
