Board member appointments to the Northern Ireland Library Authority (Libraries NI)
Monday, 5 October 2009Culture Minister Nelson McCausland today announced four further public member appointments to the Northern Ireland Library Authority, Libraries NI.
Following a second public competition the following have been appointed as members – Mr Roger Dixon MBE, Mr Nigel S Macartney, Ms Angela Matthews and Ms Helen Elizabeth Roulston.
Welcoming the appointments Minister McCausland said: “I welcome the announcement of the appointment of the remaining four members to complete the board of Libraries NI. The successful establishment of Libraries NI will bring benefits to all citizens as potential users of this vital public service. The board will play an important role in determining how public library services will be delivered.”
The Northern Ireland Library Authority, which is known as Libraries NI, was created on 1 April 2009 as part of the reform of public services. Libraries NI assumed responsibility for the public library service which had previously been provided by the five Education and Library Boards.
The new members will join David Elliott, who was appointed Chairperson in December 2008, in leading the way in delivering high quality public library services.
The members’ annual remuneration will be £3,000 per annum.

1. Details of the new board members are:
Mr David Roger Dixon, MBE
Mr Dixon has held a variety of senior posts within libraries and museums. He has been a Chair or member of various committees of the Belfast Education and Library Board.and served as both Chair and Treasurer of the Library and Information Services Council (LISC). He is Chair of Newsplan UK and Ireland. He was Head of Libraries and Document Archives at the Ulster Folk and Transport Museum from 1994 to 2004. Since 2004 he has been responsible for information management at National Museums Northern Ireland. He is also a School Governor. His academic achievements include a Post Graduate Diploma in Library and Information Services. He has not engaged in political activity in the last five years.
Mr Nigel S Macartney
Director of Information Services at University of Ulster from 1999 until his retirement last year. Previously Chief Librarian and Director of Library & Media Services at the University of Hertfordshire and became Director of Research and Development there. He was also a Director of Research and Development at the British Library. He is currently a member of the North Eastern Education and Library Board and was previously Chair of its Library Committee. Also was previously Chair of Northern Ireland Regional Networking Ltd and of the board for the broadband computer network for the tertiary education and public sector in Northern Ireland (NIRAN).
He was a member of the Advisory Council on Libraries and of the Library and Information Services Councils for England and for Northern Ireland. He is currently a governor of three schools and had previously chaired the governing body of a large primary school in St Albans. His academic achievements include a MA (Hons) History, a Postgraduate Diploma in Librarianship and a Certificate in Education (FE). He is Honorary Treasurer of the Chartered Institute of Library & Information Professionals. He is married, with a grown up son, and lives in Ballycastle. He has not engaged in political activity in the last five years.
Ms Angela Matthews
Ms Matthews is an independent management consultant trading as Matthews Business Consulting, Angela specialises in equality and diversity advice and training. Her previous roles include working as Senior Consultant with a multinational firm, with the Youth Council for Northern Ireland and as a Staff Officer in the Northern Ireland Civil Service. She co-founded and previously chaired Public Achievement, a youth civic education organisation in Northern Ireland and was a member of its executive committee for more than four years. She is currently a member of the BBC Audience Council for NI and a member of the Northern Ireland Valuation Tribunal. Her academic achievements include a Law Degree, MA in Business Strategy and an Advanced Diploma in Leadership and Management. She is also a member of the Chartered Institute of Management Consultants and holds a Certificate in Management Accounting. She has not engaged in political activity in the last five years.
Ms Helen Elizabeth Roulston
Ms Roulston is a Fellow of the Chartered Institute of Marketing and, since 1985, she has been a practicing marketing consultant. She is currently an independent Director for the Department of Health, Social Services and Public Safety and is Chair of its Audit and Risk Committee. Until recently was Chair of the Institute of Directors (IOD) Business Environment Committee and has, since 2007, been the IOD nominee to the Integrated Transport Stakeholders Group (DRD). Was also Chair of Momentum (the Northern Ireland ICT Federation) and of the Institute of Management Consultancy. She was Assistant Director in the Corporate Finance Division of Ernst & Young and later Director in charge of Cap Gemini Ernst & Young which she set up between 1999 and 2002. She has been a Board Member of Ulsterbus/Citybus, Navan at Armagh, Warrenpoint Harbour Authority and DOE Driver Vehicle Licensing Review Body. Her academic achievements include a BA Honours degree in Economic and Social History. She has not engaged in political activity in the last five years.
2. Background information
The Northern Ireland Library Authority: Libraries NI is a statutory body set up under the Libraries Act (NI) 2008. It became responsible for the management and delivery of the public library service from 1 April 2009.
The Library Authority will be managed by a Board of 19 members. These public member appointments will complete the appointments to the Board and will take effect on 1 October 2009 for a period of four years.
The appointments process was carried out in accordance with the Office of the Commissioner for Public Appointments NI Code of Practice. A selection panel, which included an independent assessor as required under the Commissioner’s Code, considered the suitability of all candidates. The final decision on the appointment rests with the Minister. All appointments are made on merit.
