30 September 2008 - Appointments to board of Health and Safety Executive for Northern Ireland

Four new members have been ppointed to the Board of the Health and Safety Executive for Northern Ireland (HSENI).

Enterprise, Trade and Investment Minister Arlene Foster has announced the appointments as Mr Gerard Campbell, Mr Crosby Cleland, Mr Lyn Fawcett and Mr Pat Lyons.

Mrs Foster said: “The four new members bring with them an array of skills and experience to best complement those of existing board members. This, I believe, will make for a strong board and enhance HSENI’s overall effectiveness and success. I wish the new members well in their appointments.

“I would also like to take this opportunity to thank the outgoing board members for all of their hard work over the last three years, and acknowledge the continued contributions and commitment of the board Chairman Professor Peter McKie and existing board members."

The new members have been appointed for three years with effect from 1 October 2008. Members currently receive £3,520 each per annum.

The minister has also agreed to promote existing Board member, Ms Stephanie Lowry, to HSENI Deputy Chairperson, from 1 October 2008 to 30 September 2009. The post involves deputising for the Chairman and does not attract a higher remuneration.

The appointments have been made in accordance with the Office of the Commissioner for Public Appointments for Northern Ireland Code of Practice. All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for the political activity of appointees (if any declared) to be published.

1. The Health and Safety Executive for Northern Ireland (HSENI) is a Non-Departmental Public Body (NDPB) with Crown status, funded by grant-in-aid from the Department of Enterprise, Trade and Investment (DETI). It was established on 1 April 1999 by an Order in Council amending the Health and Safety at Work (Northern Ireland) Order 1978. Its mission is to ensure that risks to people’s health and safety arising from work activities are effectively controlled.

2. The HSENI Board comprises of a Chairman, currently Professor Peter McKie CBE, and five members plus the four new members.

4. APPOINTEES

MR GERARD CAMPBELL

Gerard Campbell has been a senior manager within the public sector for the past 6 and a half years. Currently, he is the Chief Executive of the Northern Ireland Commissioner for Children and Young People (NICCY). Prior to that, he was the Director of Corporate Services for the Northern Ireland Social Care Council (NISCC).

He currently is a non-executive member of the Board of Extern, is a member of the Audit and Risk Committee of Age Concern (NI) and is a member of the Board of Governors of St Joseph’s Primary School in Antrim. He is also a member of the Health and Social Care Research and Ethics Committee which is sponsored by DHSSPS. He does not hold any public appointments and has not undertaken any political activity in the last five years.

MR CROSBY CLELAND

Crosby Cleland has been a self-employed farmer in Co Down for some 40 years, and owner/manager of a small agricultural fencing/contracting business for 30 years. He is a board member of the Ulster Farmers' Union (UFU), and Chair of the Royal Ulster Agricultural Society (RUAS) Works Committee and King’s Hall Finance Committee. He does not hold any public appointments and has not undertaken any political activity in the last five years.

MR LYN FAWCETT

Lyn Fawcett has been a Senior Lecturer in Hotel Management at the University of Ulster for some 20 years. He is a board member of the University’s Governing Council and Chair of the NI Higher Education Committee of the University and Colleges Union. He is also senior partner in a privately owned self-catering property company. Mr Fawcett also has experience of public service, having been a board member of the Northern Ireland Tourist Board (NITB) for five years (2003-2008). He does not hold any public appointments. Mr Fawcett has declared that he undertook some minor political activity on behalf of the Ulster Unionist Party within the last five years.

MR PAT LYONS

Pat Lyons has been Northern Ireland General Manager of Tarmac Ltd for the last 12 years reporting directly to the Director responsible for Scotland and Northern Ireland. He does not hold any public appointments and has not undertaken any political activity in the last five years.
