10 July 2008 - Re-appointment of professional members to the Northern Ireland Practice and Education Council for Nursing and Midwifery

Two professional members have been re-appointed to the Northern Ireland Practice and Education Council for Nursing and Midwifery (NIPEC).

The Minister for Health, Social Services and Public Safety, Michael McGimpsey, has re-appointed Mrs Hazel Baird and Mrs Eleanor Hayes for the period from 1 July 2008 to 30 June 2012.

The overall aim of NIPEC is to support and contribute to the professional development of nurses and midwives to enable them to play a proactive and responsive role in the delivery of high quality health and social care services. NIPEC supports nursing and midwifery services across all care sectors.

The board of NIPEC consists of a Chair, a Chief Executive and not more than 14 members. There are two categories of membership. Sixty per cent of the membership must be on the live professional nursing and midwifery register and the remaining forty per cent is made up of lay members (that is any person who is not and never has been a registered nurse or midwife).

Members of NIPEC do not receive any remuneration, but are eligible to receive travelling expenses.

The appointments were made with the approval of the Minister for Health, Social Services and Public Safety. There are no specific qualifications for appointment.

The appointments were made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for Northern Ireland.

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for the political activity of appointees (if any declared) to be published. Mrs Hazel Baird and Mrs Eleanor Hayes declared that they had not engaged in any political activity in the last five years.

Mrs Hazel Anne Baird SRN SCM HV, lives in Ahoghill, Co Antrim. She is a State Registered Nurse, State Certified Midwife and has a Health Visiting Diploma. She is Head of Governance and Patient Safety in the Northern Health & Social Care Trust. Mrs Baird was Director of Nursing with the former Homefirst Community Trust. Prior to her formal appointment in June 1998 she was “Acting Director of Nursing” from November 1996. She was previously the Trust’s Sector Manager for Elderly Health and Social Care and Nurse Manager for the Health Visiting Service and Community Nursing Service and is a former Health Visitor. Mrs Baird was initially appointed to NIPEC from 1 July 2004 to 30 June 2008. She has not engaged in any political activity in the last 5 years.

Mrs Eva Eleanor Hayes BSc MSc, lives in Belfast. Mrs Hayes is a Registered General Nurse and has a BSc degree and MSc in Health and Social Services Management. She is currently self-employed as Principal Consultant in her own company, Hayes Healthcare Consulting. She was previously employed as Director of Nursing with the former Belfast City Hospital Trust since April 2003, and Director of Patient Services at the former Green Park Trust, responsible for nursing and allied health professional staff, quality and professional standards from 1996 – 2003. She was also Directorate Manager with the former Royal Hospitals Health and Social Services Trust from 1991 to 1996. Mrs Hayes was initially appointed to NIPEC from 1 July 2004 to 30 June 2008. She has not engaged in any political activity in the last 5 years.
