04 April 2007 - New targets will be challenging - Goggins

Health service staff must sustain and build on last year’s success if they are to meet new waiting time targets, Minister Paul Goggins said today.

New targets for the end of March 2008 will mean that no patient will wait more than:

  • 21 weeks for surgery
  • 13 weeks for a first outpatient appointment
  • 13 weeks for a diagnostic test.

Additional targets have been introduced to ensure that patients suffering from life-threatening conditions such as cancer, have rapid access to treatment. Maximum waiting time targets will also be set for access to services provided by Allied Health Professionals (AHPs) such as physiotherapy and occupational therapy.

The Minister said: “These new targets present an even greater challenge to staff in the health service, but I am confident they can be met. Waits for surgery and outpatient appointments have reduced dramatically. Staff have embraced the changes required to bring about improvements in waiting times and worked hard to meet the targets. They should rightly be proud of all their hard work and the benefits for patients.”

The targets for 2007/08 include:

  • 31 day maximum treatment time for patients diagnosed with cancer;
  • 48 hour maximum waiting time for fracture treatment;
  • Four hour maximum waiting time in A&E; and
  • 48 hour maximum waiting time for access to GP services.

The Minister said: “These new targets are part of the reform process which is transforming and modernising services for patients across Northern Ireland. The new targets will help ensure that all patients, regardless of where they are, or what they need, will be seen and treated as quickly as possible.

“I am calling on all health service staff to maintain the momentum which has helped them meet this year’s targets. The efforts and achievement of all staff have been rightly praised today. I know they are proud to be part of a health service which delivers on its promises to patients. I am confident that they possess the skills and the commitment to meet the new targets.”
