15 February 2008 - Independent review will be rigorous and timely - Chief Medical Officer

Northern Ireland’s Chief Medical Officer, Dr Michael McBride, said that the independent review into the Clostridium Difficile outbreak in the Northern Trust will be key in helping to prevent similar outbreaks in the future.

Speaking after briefing the Health Committee, Dr McBride said that the review would be robust and thorough.

He said: “I understand that the current outbreak of C difficile in the Northern Trust is of great concern to the public. Everyone has a right to safe, clean care and for that reason, the Minister recently announced an extensive range of measures to reduce infections in our hospitals. He has also announced an independent review which will focus on the circumstances contributing to this particular outbreak.

“This Regulation and Quality Improvement Authority (RQIA) investigation will identify any lessons for the health service much more quickly than would be possible through a public inquiry. The RQIA has powers to require information, powers of entry and powers to review. Those powers will enable it to carry out a thorough and timely investigation.

“As Chief Medical Officer I want our services to be as safe as we can possibly make them. My concern after this outbreak is that we do not delay learning, but instead, identify and implement the lessons quickly.

Dr McBride said the Minister would make an announcement in the next few days on the composition of the Independent Review team.

“The terms of reference for this independent review are very clear and wide-ranging and will enable the review team to examine all actions taken by the five health trusts, four health boards and the Department in reducing C Difficile rates. What’s more, the review team have the power to examine any other relevant matters which emerge during the course of their investigation.

“This review will be rigorous and comprehensive. We will learn lessons quickly, and then share and implement those lessons across the health service to reduce the risk of similar outbreaks in the future.”
