Gilford car breaker fined £2,000 for waste offences

A Co Armagh man was today fined a total of £2,000 at Newry Magistrates’ Court for two breaches of waste management legislation.

Mr Paul Kelly (46) of Park Lane, Gilford, pleaded guilty and was fined £1,000 plus £28 charges for each of the two offences.

Officers of the Northern Ireland Environment Agency (NIEA) (formerly the Environment and Heritage Service) investigated a site at Park Lane, Gilford, owned by Mr Kelly on 23 May 2007 where a substantial quantity of controlled wastes in the form of End of Life Vehicles and parts of End of Life Vehicles was deposited. Approximately 200 End of Life Vehicles were noted on site.

Officers revisited the site again on 15 January 2009 and found the controlled waste still on site. More vehicles were counted on site with approximately 400 End of Life Vehicles noted. The site did not have a waste management licence or a licence to operate as an authorised treatment facility for end of life vehicles.

  1. End of Life Vehicles are defined as vehicles that are categorized as waste. Waste is defined as anything that you discard, intend to discard or are required to discard.
