Car breaker fined £300 for waste offences

A County Down man has been fined at Newry Magistrates’ court today for breaches of waste management legislation.

George Milliken (39) of Mossvale Road, Dromore, was fined a total of £300 plus court costs of £139.

On 24 August 2007, officers from the Northern Ireland Environment Agency investigated a site at Mossvale Road, Dromore owned by Mr. Milliken, where a substantial quantity of controlled wastes, in the form of end of life vehicles and parts of end of life vehicles, was deposited. The End of Life vehicles and parts mainly consisted of agricultural machinery.

The site did not have a licence to operate as an authorised treatment facility for end of life vehicles. Officers visited the site on three more separate occasions and noted that the site had not been cleared.

Mr. Milliken pleaded guilty on three waste charges under The Waste and Contaminated Land (Northern Ireland) Order 1997 and was fined £100 on each charge, a total of £300.

  1. Mr. Milliken was fined under Article 4(1)a and Article 4(6), Article 4(1)b and Article 4(6) and Article 4(1)b and Article 4(6) of The Waste and Contaminated Land (Northern Ireland) Order 1997.
  2. End of Life Vehicles are defined as vehicles that are categorised as waste. Waste is defined as anything that you discard, intend to discard or are required to discard.
  3. The charges related to: the treating, keeping and disposal of controlled waste, or knowingly causing or knowingly permitting controlled waste to be treated, kept or disposed of in or on any land except under and in accordance with a waste management licence.
