24 October 2007 - Ministerial appointments to NILGOSC

Minister of Environment Arlene Foster has re–appointed the Chairman and Members of the Northern Ireland Local Government Officers’ Superannuation Committee (NILGOSC) with effect from 1 October 2007.

NILGOSC is an Executive Non-Departmental Public Body, which was established on 1 April 1950, to administer the Northern Ireland Local Government Officers’ Superannuation Scheme and to manage its pension fund.

DOE Minister Arlene Foster said “I would like to express my sincere thanks to the Committee members for agreeing to serve another term in office and their continued commitment to the very important work of NILGOSC”.

The NILGOSC structure is as follows:-

Chairman – re-appointed for 18 months

Mr John Galbraith lives in Holywood, Co Down. He has been re-appointed as Chairman of the Committee. He was a member of the Committee from 1983 to 1995, including a period as Deputy Chairman. He was a part-time Director of the HELM Corporation up to 2005, having previously been the Director of Finance at the University of Ulster. As Chairman of the Committee, he receives a salary of £11,500 which is reviewed annually.

Members re-appointed for an 18 month term

Mr Brian Campfield lives in Belfast. He is Deputy General Secretary of the Northern Ireland Public Service Alliance and is a Member of the Local Government Staff Commission (expenses only).

Mrs Joan Foster lives in Belfast. She is Senior officer in the Northern Ireland Housing Executive and is Branch Vice Chair of the Northern Ireland Public Service Alliance as well as a member of the Industrial Tribunals (£145 per day)

Mr Eamon Mullan lives in Garvagh, Co. Londonderry. He is a former SDLP Councillor and Deputy Mayor of Coleraine Borough Council. Mr Mullan is also Head of Governance Services, University of Ulster, Member of the Local Government Staff Commission (expenses plus an allowance). Member CCMS (payment for travelling and incurred costs) and a Member of Rent Assessment Panel £100 - £200 per inspection depending on length of inspection).

Members appointed for a four year term

*Mr David Bell lives in Coleraine, Co Londonderry. He is Director of Corporate Services for Coleraine Borough Council.

*Mr Stewart Cuddy lives in Holywood, Co Down. He is Director of Corporate Services/Deputy Chief Executive of the Northern Ireland Housing Executive.

*Mr Patrick Cumiskey lives in Crossmaglen, Co Armagh. He is Director of Corporate Services for Banbridge District Council and a non-executive member of the Finance Committee of the Arts Council of Northern Ireland.

*Mr Francis Dunne lives in Buncrana, Co. Donegal. He is Chair of Northside Village Trust, Treasurer of North & West Housing Association and, also Vice-chair of the NIFHA Council. Mr Dunne is Chair of the N.I. Federation of Housing Associations 2007 -2009.

Mr Brendan Heaney lives in Whitehead, Carrickfergus Co. Antrim. He is currently Membership Officer with the health charity Diabetes UK and has previously worked in both Queen's University and the University of Ulster. Mr Heaney is a longstanding member of the Trade Union UNITE.

*Mr Lewis Love lives in Castlederg, Co. Tyrone. He is Principal of Omagh High School and is a member of the Ulster Teachers' Union Central Executive Committee.

*Mr Albert Mills lives in Kells, Ballymena, Co. Antrim. He is Senior Regional Industrial Organiser of T & G Section of UNITE – the Union.

*None of these individuals holds any other public appointment.

Notes to Editors:

1. The Northern Ireland Local Government Officers’ Superannuation Committee is an Executive Non-Departmental Public Body.

2. It was established on 1 April 1950 to administer the Northern Ireland Local Government Officers’ Superannuation Scheme and to manage its pension fund.

3. Schedule 6 to the Local Government Pension Scheme Regulations (Northern Ireland) 2002 requires that the Committee consists of a Chairman and 10 other members:-

  • Five members shall be appointed following consultation with employing authorities contributing to the scheme, ie the employer representation; and
  • Five members shall be appointed following consultation with staff associations and trade unions, ie the employee representation.

4. The appointments for Chairman and three of the members are effective from 1 October 2007 to 31 March 2009.

5. The remaining seven members are appointed for a further four year term from 1 October 2007 to 30 September 2011.

6. The Chairman’s post attracts a salary of £11,500, which is reviewed annually. Members do not receive a salary but are paid expenses in respect of attendance on Committee business.

7. The selection process for the appointment of the Committee followed the Department’s Procedures for Handling Public Appointments, which are based on the Commissioner for Public Appointments Code of Practice.
