03 September 2007 - Environment minister publishes new school bus guidelines

Environment Minister Arlene Foster has published new guidelines which set out the exceptional circumstances in which three children can share a double seat (known as ‘3 for 2’) or stand on a school bus.

The Minister said: “From today, school bus providers will no longer be able to routinely use ‘3 for 2’ and from April 2009 standing will end. This will make travelling to and from school safer and more comfortable.

“However, I recognise that there may be circumstances where it will be preferable to allow children to sit ‘3 for 2’ or stand on a bus rather than leave them behind, particularly where their personal safety may be at risk. These guidelines aim to avoid any misunderstandings as to when children may stand or sit ‘3 for 2’ on designated school services.”

The guidelines have been developed for school transport providers, parents, pupils and teachers to help them understand when ‘3 for 2’ or standing may still be used and to provide information on how to report any concerns about overcrowding.
