Environment and Heritage Service officers investigated a site owned by Mr Graham at Lurganreagh Road Kilkeel on 31 January 2007.
A substantial quantity of controlled wastes, mostly in the form of end of life vehicles and parts of end of life vehicles, was deposited. The site did not have a licence to operate as an authorised treatment facility for end of life vehicles. Officers estimated that around 120 end of life vehicles were on site at the time of the visit.
Mr Graham pleaded guilty on two waste charges under The Waste and Contaminated Land (Northern Ireland) Order 1997 and was fined under Article 4 (1) b and Article 4 (6) of The Waste and Contaminated Land (Northern Ireland) Order 1997.
