27 March 2009 - Donaldson and Kelly announce strategic way forward for community empowerment partnerships

Junior Ministers Jeffrey Donaldson and Gerry Kelly today announced that funding for Community Empowerment Partnerships (CEPS) in North Belfast will continue for at least another three months while a strategic way forward is finalised.

A decision had been made under Direct Rule that the funding would cease in March 2009. The announcement follows a review of the work of the North Belfast Community Action Unit.

Mr Donaldson said: “We recognise and appreciate the valuable work that has been delivered by the CEPs in North Belfast through the Community Capacity Building Programme. We now want to build on that good work and move forward with a more strategic and focused approach.”

Mr Kelly said: “This approach will reflect the changing needs across North Belfast and the new political environment. We are committed to continuing to support the whole community in North Belfast. It is also hoped we can use the experience gained from this work to help other areas outside North Belfast where similar issues exist.”

  1. The North Belfast Community Action Unit was established in 2002 following the recommendations of the Dunlop Report into the socio-economic problems of North Belfast.
  2. One of the main aims of the unit was to address capacity building needs of communities across North Belfast.
  3. OFMDFM, through the unit, has provided funding for a Community Capacity Building Programme from April 2002 to 31 March 2009.
  4. The Capacity Building Programme is delivered through a network of Community Empowerment Partnerships based in North Belfast.
  5. A recent evaluation of the capacity building programme identified that a more strategic approach was required to accurately address the current needs of the north Belfast Community
  6. A decision had been made under Direct Rule that the funding would cease in March 2009.
