- Established under the Strategic Investment and Regeneration of Sites (NI) Order 2003, Ilex was formally incorporated on 17 July 2003. The company has been set up to stimulate social and economic regeneration for the Derry City Council Area and will take a lead in building an agreed way forward for the wider economic, social and physical regeneration of the area, drawing together the different resources and expertise of the public and private sectors.
- The appointment has been made in accordance with the procedures required by the Commissioner for Public Appointments for Northern Ireland. The final agreement on the appointment rested with the First and deputy First Minister, and the Minister for Social Development.
- Sir Roy’s appointment is for an initial period of three years at an annual salary of £24,000. Sir Roy holds no other Ministerial appointments.
- All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement fro the political activity of appointees (if any declared) to be published. Sir Roy has declared no political activity.
- Ilex is managed by a Board under an independent Chairman. For administrative purposes it is classified as an Executive Non-Departmental Public Body, sponsored by OFMDFM and DSD.

Biographical Details
Sir Roy McNulty
Sir Roy McNulty is now Deputy Chairman of the London 2012 Olympic Delivery Authority, having previously been Acting Chairman, and has been Chairman of the Civil Aviation Authority since 2001. Previously he was Chairman of National Air Traffic Services (NATS) from 1999 to 2001, and prior to that he was Chief Executive and latterly Chairman of Shorts Brothers plc, the Belfast-based aerospace company. Sir Roy has also been President of the Society of British Aerospace Companies (1993-1994), and Chairman of the Department of Trade and Industry Aviation Committee (1995-1998).
