Communities Minister Gordon Lyons MLA has reappointed Mr Kieran Donaghy as a Commissioner to the Board of the Charity Commission for Northern Ireland from 1 March 2024 to 28 February 2029. Mr Donaghy has been a Commissioner since 1 March 2019.
The Commission was established as the regulator of charities operating in Northern Ireland following the enactment of the Charities Act (Northern Ireland) 2008. Its main functions are to keep a public register of charities; encourage, facilitate and monitor compliance with charity law; determine charity status; identify and investigate misconduct in charity administration and take remedial or protective action as necessary.

- Details of Appointments - a Commissioner receives remuneration of £2,501 per annum for a commitment of one to two days per month. Travel and subsistence allowances are also payable. In addition, since the 2019 McBride High Court Judgment all Commissioners are expected to serve on several decision making committees throughout the year and are paid a daily rate for this additional work of £528.
- CPANI Code of Practice and Political Activity - this appointment has been made in accordance with the Commissioner for Public Appointments for Northern Ireland’s (CPA NI) Code of Practice. All appointments are made on merit and political activity plays no part in the selection process. However, CPA NI requires the political activity of appointees to be published.
- Mr Donaghy retired as Director of Human Resources & Organisational Development from the Southern HSC Trust in August 2021. He brings to the role a wealth of experience including change management and has extensive knowledge of corporate governance issues particularly within the public sector.
- He currently holds two other appointments. He has been appointed by the Department of Justice (NI) as a Board Member of the Probation Board for Northern Ireland from December 2019 to March 2025. The annual remuneration is £5,050 with a time commitment of 25 days per year. He has also been appointed by the Department of Health to the South Eastern Health & Social Care Trust from 15 February 2024 to 14 February 2028. The post requires a time commitment of one day per week and attracts a remuneration of £8,883 per annum. He has declared no political activity in the last five years.
